Mr. Gollerkeri Gurucharan is currently Joint Secretary (International Migration Policy and Financial Services), in the Ministry of Overseas Indian Affairs, Government of India. He is a member of the higher Civil Service of the Government of India with 25 years of experience in senior positions in both the federal and state Governments in India. After receiving a Masters Degree in Economics in 1979, Mr. Gurucharan initiated his career as a banker, specializing in rural credit extension, promoting micro enterprises and designing and implementing poverty alleviation programmes prior to joining the Indian Administrative Service in 1982. Trained at the prestigious National Academy of Administration, Mr. Gurucharan completed his professional course in Public Policy and Governance during 1982-84 before serving in several capacities including as District Magistrate, Commissioner for Industrial Development, and Finance Secretary in the State Government in the South Indian State of Karnataka. Proficient in policy formulation and execution in areas relating to fiscal responsibility, public finance management and accountability, energy, oil and gas sectors and international migration, Mr. Gurucharan proceeded to serve the Government of India as Director of International Cooperation within the Ministry of Agriculture as well as Executive Assistant to the Minister for Petroleum and Natural Gas prior to his current appointment as Joint Secretary in the Ministry of Overseas Indian Affairs. During 2004 and 2005, Mr. Gurucharan was a Visiting Fellow at the Centre for Public Policy at the Indian Institute for Management in Bangalore.
