I built up a social development-oriented research programme for the RBI Chair during my tenure, in collaboration with NABARD and SDC. A detailed report is available. Later, I opted for voluntary retirement to set up practice as a Consulting Economist - this I did from January 1995.

I have also been the Secretary to the Board of the Centre for Budget and Plicy Studies, Bangalore, which has taken up several research projects in local finance and other issues. 1993-94 Director, Institute of Public Enterprise, Hyderabad--a part of the ICSSR chain of research institutes, for just under one year

I was invited by the Board of this Institute to take up this position of Chief Executive of the Institute, with complete responsibility for funding, academic affairs, faculty development and administration under the overall guidance of the Board. The ISEC gave me leave from the RBI Chair to take up the responsibility. My family then could not shift base, so I went alone.

As my leave came to an end, I chose to retain the RBI Chair and returned to Bangalore. 1994 to date: Consulting Economist. I have been taking up assignments with varous agencies on ongoing economic issues and development projects in the last 14 years. I have worked with the ILO, the World Bank, the UNDP, various bilateral agencies, and public and private institutions in India. My focus has been on field based research in many states: Karnataka, Orissa, Madhya Pradesh, Rajasthan, where I have been involved in more than one assignment. For example, I was part of the World Bank team that studied decentralisation in several Indian states, including MP.

I was involved in the redesign of the panchayati raj department in Orissa as part of the DFID initiative there. Decentralisation has been area of work for several years now. The focus of application has been the social sector from an equity enhancing perspective.
