Dr. Bhaskar pursued his Masters in Sociology, and subsequently both M.Phil. and Ph.D. from the University of Hyderabad (UoH). Post-his training in Sociology at the UoH, Dr. Bhaskar was associated, for a large part of his career, with the development sector, academic institutions and the Government. He was actively associated both in pursuing evidence-based research and implementation of large-scale projects in partnership with several State Governments and UN bodies such as the ILO, IOM and UN Women. His primary areas of research and implementation work include community development, international migration, skills, livelihood, diaspora, philanthropy, SDGs, remittances, ICT for Development and overseas employment pathways. Apart from research and teaching, Dr. Bhaskar has avid interest in exploring new cultures through his travels and driving.

Major Projects Implemented as Team Lead / Head
- International Migration Centre- Karnataka (IMC-K) – collaboration between Public Affairs Centre (PAC) & Department of Skill Development, Entrepreneurship and Livelihood (SDEL), Government of Karnataka. Project Value: Rs. 8 Crore (2019-2023).
- Pre-Departure Orientation for Migration Workers from India: Designed and implemented the PDO Ecosystem in 15 Indian States as a partnership between India Centre for Migration, Ministry of External Affairs, Government of India and the International Organisation for Migration (IOM). Project Value: Rs.1 38 Crore (2017-2019).
- Welfare and Protection of Women Domestic Workers migration to Gulf: Design and Implementation of PDO Ecosystem for Women Migrant Workers leaving to several destinations in the Gulf in Andhra Pradesh and Telangana as a partnership between India Centre for Migration, Ministry of External Affairs, Government of India, and UN Women. Project Value: Rs.20 Lakhs, funded by UN Women (2018).
- Project Chetana: Use of ICTs for Empowerment of Women and Children, developing Village Vision and community development. It was funded by the Department of Information Technology & Media Lab Asia, Govt of India. Project Value: Rs.1 Crore (2008-2010).
